You first pick one of the countries your academy has already enabled in Localization, then a state inside it. A country or state you have not enabled is rejected on save, not just hidden in the dropdown.
Yes. Once Payment Cards ships, a card sold or a payment collected at an outlet is routed to that outlet and credited to the student's online academy account the same way an online payment would be.
It is uploaded through the platform's secure storage pipeline and stored only as a filename — never a raw path or public URL — so replacing it later is a single upload away.
Yes, a delete is a soft delete so its history survives. Once outlets have cards assigned to them, deleting one with active cards will be blocked in favour of deactivating it instead.
